Those in attendance included Mayor Ryan J. Bingham, Corporation Counsel Ernestine Yuille Weaver, City Councilors Thomas Jerram, Marie Soliani, Drake Waldron, Elinor Carbone and Paul Samele, Deputy Fire Chief Gary Brunoli, Purchasing Agent Pennie Zucco, WPC Administrator Ray Drew, Elderly Services Director Nancy Hodkoski, Elderly Nutrition Supervisor Joel Sekorski, Parks & Recreation Superintendent Brett Simmons, and Public Works Director Gerald Rollett. City Councilor Rick Dalla Valle was absent. Mayor Bingham called the meeting to order at 6:30 p.m.
PUBLIC HEARING Mayor Bingham called the public hearing to order at 6:30 p.m. for the Board of Councilmen, acting herein as the Water Pollution Control Authority, to establish the Sewer Use Charge for the year beginning July 1, 2010 and ending June 30, 2011. City Clerk Joseph Quartiero read the legal notice. There was no one from the public who wished to speak. Mayor Bingham closed the public hearing at 6:32 p.m. SEWER USE FEE On a motion by Councilor Jerram, seconded by Councilor Waldron, the Board of Councilmen, acting herein as the Water Pollution
Control Authority, voted unanimously to set the sewer use charge for the year beginning July 1, 2010 and ending June 30, 2011 at $194.00 per residential dwelling unit or per 65,000 gallons of volume of flow for all other users. Mr. Drew explained the 2010/2011 budget, saying that he feels it's a very lean budget, and since the revenue is estimated to cover expenditures, it can be funded at the current sewer use rate. Councilor Carbone asked about the vacancy that wasn't filled last year. Mr. Drew said he hopes to fill it this year. Councilor Carbone asked about the increased sales of nitrogen credits. Mr. Drew said this was due to treatment efficiencies and an increased rate per pound, and since the inception of this program, Torrington has sold almost $500,000 worth of air.
WPCA BUDGET On a motion by Councilor Waldron, seconded by Councilor Jerram, the Board of Councilmen, acting herein as the Water Pollution Control Authority, voted unanimously to approve the WPCA Budget for the year beginning July 1, 2010 and ending June 30, 2011.
WPCA FIVE-YEAR CAPITAL IMPROVEMENT On a motion by Councilor Waldron, seconded by Councilor Soliani, the Board of Councilmen, acting herein as the Water Pollution Control Authority, voted unanimously to approve the WPCA Five-Year Capital Improvement Budget/Program for the year beginning July 1, 2010 and ending June 30, 2015.
WPCA TRUCKED WASTE FEE SCHEDULE On a motion by Councilor Jerram, seconded by Councilor Samele, the Board of Councilmen, acting herein as the Water Pollution Control Authority, voted unanimously to approve the WPCA Trucked Waste Fee Schedule for the year beginning July 1, 2010 and ending June 30, 2011.
MINUTES On a motion by Councilor Jerram, seconded by Councilor Waldron, the Council voted unanimously to accept the regular meeting held on May 3, 2010. Councilor Samele abstained. OPEN TO THE PUBLIC On a motion by Councilor Waldron, seconded by Councilor Soliani the Council voted unanimously to open the meeting to the public. Mayor Bingham asked for a round of applause for the Municipal Renovations Committee. Chairman Mike Clark reiterated that this has been a group effort that would not have happened without the support of the professional City Hall staff.
SCHEDULE PUBLIC HEARING On a motion by Councilor Waldron, seconded by Councilor Samele, the Council voted 4/1 to schedule a Public Hearing to consider the proposed street name change from New Litchfield Street to Lily Lane per the City Engineer's Memo of April 27, 2010. Councilor Jerram was opposed, asking if alternative names have been investigated.
APPOINTMENTS On a motion by Councilor Jerram, seconded by Councilor Waldron, the Council voted unanimously to appoint Dawn Gutowski to the Economic Development Commission, replacing Roland Spino whose five year term expires February 9, 2014 and Scott Whittaker to the Conservation Commission, replacing Maurette Meyer who resigned in March, 2010.
SMALL CITIES PROJECTS On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to approve the following small cities projects: #143-243 for $19,720; #143-287 for $13,820; #143-262 for $3,995 and #143-265 for $9,350. Councilor Waldron said there is hardship in all four cases, no liability to the city, the equity situation is good, and the committee agreed all four should be approved.
PARK SIGNAGE On a motion by Councilor Jerram, seconded by Councilor Samele, the Council voted unanimously to accept the Purchasing Agent's recommendation to award the following bids to Giordano Signs and Graphics of Torrington for the Parks Department. -Fabrication & Installation of Park Entrance Signage in the amount of $6,420.00 with the option of Additional sign for $1,560. -Fabrication & Installation of Park Rules Signage in the amount of $2,380.00 with option of ten additional signs for $2,200.
ROADWAY WORK On a motion by Councilor Jerram, seconded by Councilor Waldron, the Council voted unanimously to waive the bid process and accept the State and Regional Bids for roadway work and materials for the fiscal year 2010-2011 based on the 11 contracts listed in the Director of Public Works memorandum dated 5/11/2010.
BUILDING DEPARTMENT REPORT On a motion by Councilor Waldron, seconded by Councilor Soliani, the Council voted unanimously to accept the Building Department Report for the month of April 2010.
